458 - PERSON FOUND COMMITTING OFFENCES MAY BE ARRESTED WITHOUT WARRANT
BY ANY PERSON: (1) Any person, whether a member of the police force or
not, may at any time without warrant apprehend and take before a bail
justice or the Magistrates' Court to be dealt with according to law or
*DELIVER* *TO* *A* *MEMBER* *OF* *THE* *POLICE* *FORCE* *TO* *BE* *SO*

(iv) for the safety or welfare of members of the public or of the offender;
(b) when instructed so to do by any member of the police force having
power under this Act to apprehend that person; or
(c) he believes on reasonable grounds is escaping from legal custody or
aiding or abetting another person to escape from legal custody or
avoiding apprehension by some person having authority to apprehend that
person in the circumstances of the case.
(2) For the purposes of paragraph (a) in subsection (1) offence means
offence at common law or a contravention of or failure to comply with a
provision of an Act of Parliament and unless otherwise by Act of
Parliament expressly provided does not include a contravention of or
failure to comply with a rule regulation by-law or other law made under
an Act of Parliament.
(3) A person who has been apprehended without warrant pursuant to the
provisions of paragraph (a) in subsection (1) in respect of any offence
punishable on summary conviction (not being an indictable offence that
may be heard and determined summarily) and taken into custody shall be
held in the custody of the person apprehending him only so long as any
reason referred to in the said paragraph for his apprehension continues
and where, before that person is charged with an offence, it appears to
the person arresting that person that the reason no longer continues the
person arresting that other person shall, without any further or other
authority than this subsection, release that person from custody without
bail or cause him to be so released and whether or not a summons has
been issued against him or a notice to appear has been served on him
with respect to the offence alleged.
(4) In subsection (3), notice to appear has the same meaning as in the
Criminal Procedure Act 2009.

10) The Statue of Liberty (Liberty Enlightening the World) is a
colossal neoclassical sculpture on Liberty Island in New York Harbor
in New York City, in the United States. The copper statue, designed by

I was at the time, doing some informal research in belief systems and
regimes of governance associated with attributed time and wrote the
poem's dialectic prose in accordance with derived and computed
mathematical categories obtained from a paradigm that I had developed
and which was anchored to a reprise point as conception of the
LOGOS/CHRONOS as Rational PI obtained from the Dead Sea Scroll's six
year 364 day/year calendaring fragments and base-7 chronology
comprising days, weeks and jubilees associated with the cosmological
cycle of the sun/moon on the Equinox of Wednesday 20 March 1996 / New
Moon on Thursday 21 March 1996 and having a sevenfold custodial centre
of #41: 13-17 September 2001. It may in such a circumstance have a
degree of congruity (ie. in agreement or harmony) as a spatial overlay.
And with such a device as a *CONTRIVANCE* (ie. the use of skill to
create or bring about something, especially with a consequent effect
of artificiality; a device, especially in literary or artistic
composition, which gives a sense of artificiality; a thing which is
created skillfully and inventively to serve a particular purpose) *OF*
*TIME*, I then conveyed by dialectic prose especially mapped to those
exacting and descriptive categories of understanding obtained from my
paradigm for that specific day, as my firsthand experience of the

Whereby I emerged from the Information Technology Division housed
within a windowless office in the interior of the building, thinking
that the shudder was as a plane going through the building. Walking
through the broken glass, I answered an incessant ringing phone in the
general duties police office which had been evacuated of all staff.
The occupational requirement to talk with clarity to someone on the

For the unspeakable devastation about me, wasn't a job skill I had
thought I'd ever need. But I must admit that by 11 September 2001, I
had already constructed the first four dimensional planes of my nine
stratum spacial overlay of attributed time and was then focused on the
even more urgent need to conclude my paradigm.
In that telephone conversation, I consoled a father of a policewoman
who had given him an unauthorized access to an operational police
number. This chat occurred whist I was unawares that a policewoman was
dying just out in the street some 50 meters away, which I described in
my poetry as "flesh burning as blazing wheat". And so it was
entirely, a decent thing to do, to spend time consoling a father
concerned for the welfare of his daughter.
Having determined, there was no interference on the telephone line, I
made my way to the D.24 Metropolitan Radio Control Room and took it
upon myself to reactivate all the tripped electricity circuit breakers
(they were always a cause of disruption to our computer terminals) and
thereby restored power to several radio command consoles so they could
return to normal operations at a time some people were still under
their desks.
In that, the poetry isn't openly aggressive or threatening, but it was
associated to my limited understanding of Kantian metaphysics and
obscure concepts like the noumenon (if such a thing exists at all) as
an object which is outside the use of ordinary sense perception and to
which events are said to occur; and Kant's view in Critique of Pure
Reason, that human understanding is structured by 'concepts of the
understanding' or pure categories of understanding that the mind uses
in order to make sense of raw unstructured experience.
But it has the temporal capability to preload the neurological
receptors within one's mind, which then makes it very susceptible to,
or by further stimuli which might subsequently occur to such acts of
fate--including reported news events, video, computer games, TV and
music et al. Having then, the real capability of generating 'an
irrational fear and anxiety'.
And thus we return to the discussion of this substance of 'an
irrational fear and anxiety', being then the impetus for the
formulation of myths as the entirely delusional basis for religious
belief, ritual, conduct, and the course of life.
I particularly like this confessional example of religious belief
derived from a delusional basis. In that the Julian Calendar had by
1582 CE already lost 11 days and so no longer had a HEALTHY (ie. *in*
*a* *good* *physical* *or* *mental* *condition*; in good health; [of a
part of the body] not diseased; normal, natural, and desirable;
indicating or promoting good health) CONGRUITY (ie. in agreement or
harmony) AND WHOLESOME (ie. conducive to or characterized by moral
well-being) RELEVANCE WITH ANY REGIME OF EMPIRE OR INDIVIDUAL AUTONOMY
OF WILL GOVERNANCE ASSOCIATED TO ATTRIBUTED TIME.
The public uproar occurred at the time of Pope Leo X (11 December 1475
- [Pope from 9 March 1513 ] - 1 December 1521), when he was allegedly
recovering from syphilis and in the company of other ecclesiastic
notables, raised the chalice of the celebratory Eucharist wine into
'How well we know what a profitable superstition this fable of Christ
has been for us and our predecessors'
This caused a rabble-some outrage, with many urinating against the
walls of the Vatican in disgust.
Cardinal Baronius confessed: 'The Pontiff has been accused of atheism,

Therefore we can understand the noumenal/linguistic semantics of

All too often when professional and vexatious opinions (eg: especially
lawyers, psychiatrists or from some professional field of endeavour)
1) The 'telephone calls were frightening and threatening';
2) 'Judgement impaired as alleged organic affective disorder--hypomania';

conduct of amoral individuals whose slanderous, murderous and
disposable words are not ever their bond. One is thereby placed,
within a quadrant of accountability (ie. where a tertiary degree as
Ph.D is required to be undertaken before one can offer a robust
refutation) which is damaged, wrecked and wretched besiegement as a
binding or obligatory norm that is made against the Divine Authority
as AUTONOMY OF WILL, which otherwise imposes upon the rational
creature the obligation of living in conformity with his nature, and

another exercise of AUTONOMY OF WILL which is then an implicit Christ
murderous (INR) motive as culpability: 'Making a reasonable

of a rational mind practiced in acquiring knowledge and explicit

That in my view, punctiliousness is an intrinsic phonetic

the sentence is entirely ambiguous, you can still disambiguate the

The fragile, pathetic, frightened and circumstantial condition which
is your existence is clearly conveyed by the deprivation of language,
which isn't really sufficient as a quality or quantity to even
authenticate your humanity.

Your manner of speech is a testimony to the ineffectual,
circumstantial manner of your life, which is driven by a contrary
desire as feigned reason (ie. the real and substantiating human
dynamic) being the cause for preference as fickle and inconsequential
values. Other than to utter some idiosyncratic preferences as wants,
you are incapable of engaging within a rational process of negotiation
in order to resolve the dynamics of any sexual opportunism, overcome
any impediments to the whimsical determination, that it might possibly
occur--raising the significant question as to whether you are even
capable of showing any accountability for harm reduction within your
inter-personal interaction as your sexual conduct. As being,
something more than happenstance and thereby it's only claim to virtue.
And here again is a perspective of your moral and natural law
accountability (ie. irrespective of belief, disbelief or non-belief)
as an absolute of mind which you must always have and no if buts or
wherefore otherwise, to be compliant with SECTION VIII of the Letters
Patent to the Australian Constitution of 1901: 'It ought to be

entity. Who is possessive of a deficiency, in having a questionable
and an illegitimacy as only a pretentious claim to themselves
continuing to have any validity of a lawful existence within the
Commonwealth of Australia.
Such a pretentious manner of life as theirs and a sinister intent to
otherwise meaningful mode of dialogue as premature ejaculation of
vexatious complaint is in reality, their taking too much
self-importance upon themselves and it has evidently become so
burdensome for them as to be the cause of too much sufferance.
